I was watching MMA connected and it was said that MMA is almost a done deal to be legal. Ken Hayshi was in Montreal and was supposedly impressed with the event. Oh and the main event for the first PPV will be Anderson Silva vs GSP if GSP beats Alves. That came out of Dana's mouth.

It is only a matter of time. There is too much money to be made for it not to be sanctioned.
However, I could see a scenario where the UFC is allowed to run events in Ontario, but MMA is still not sanctioned (meaning smaller promotions wouldn't be able to run shows etc.)
Does anyone know if the WWF/E had to meet all of the OAC requirements when Pro Wrestling was regulated? Or were they granted some sort of exemption from the regulations?

Back in the days of sanctioning all wrestlers and officials had to apply to the commission and pay a fee of around $75.00 annually. In order to run shows you had to provide proof of insurance and a licensed roster to the OAC.
Also a portion of gate receipts had to be provided to the commission unless you ran at a loss, which most promotors claimed.
WWE was not exempt and a small portion of their gate receipt went to the commission...which was alot comparably to any indy of the time.

Actually everyone had to pay 2% of the gate no matter what. The WWE would get away with things like women vs men matches where and indy wouldn't.
If the commission lets the UFC run here they would have to let every MMA company run here that would meet the requirements, which will most likely be the ones set out by the American Boxing Commission. If they did not they would be in for a mess of legal issues.
